r � <br /> ORDINANCE NO. 2322-98 <br /> iord <br /> An Ordinance Amending Use-Standards Table#25-02 of Ordinance No. 1671-89, as <br /> amended(EMC 19.25.010, Page 25-02), and Sections 3 and 12 of Ordinance No. 2307-98 <br /> (EMC 19.15.020 and 19.15.060) to Allow Housing as a Permitted Use in the <br /> C-2 Zoned Area Located south of Everett Avenue and east of West Marine View Drive. <br /> WHEREAS,the City of Everett adopted its Growth Management Comprehensive Plan in <br /> August, 1994, as required by the Washington State Growth Management Act(GMA); and <br /> WHEREAS,the City Council adopted an ordinance on July 1, 1998, amending various <br /> sections of the Zoning Code pertaining to multiple family housing; and <br /> WHEREAS,the Comprehensive Plan contains policies calling for the development of <br /> mixed use and multiple family housing in the area adjacent to the downtown core located <br /> west of Rucker Avenue; and <br /> WHEREAS,the Mayor's Regulatory Review Committee and the Planning Commission <br /> have recommended that the C-2 zone regulations be amended to allow high density <br /> housing in this area; and <br /> WHEREAS,the City Council decided to delay action on code amendments for this area <br /> until business and property owners could be directly notified and given the opportunity to <br /> address City Council regarding the proposed amendment; and <br /> WHEREAS, a Public Open House was held on July 28, 1998 to provide the public with <br /> additional information concerning the proposed code amendments in this area; and <br /> WHEREAS, the City Council held a Public Hearing on August 5, 1998 and August 19, <br /> 1998 to take public testimony and consider the proposed Zoning Code amendment; and <br /> WHEREAS, the City Council finds: <br /> 1. The proposed amendments to the Zoning Code are consistent with, and implement the <br /> City's GMA Comprehensive Plan; <br /> 2. The proposed amendments to the Zoning bear a substantial relation to the public <br /> health, safety and general welfare; and <br /> 3. The proposed amendments to the Zoning Code promote the best long term interests of <br /> the Everett community. <br />
