Section 2. Section 12 of Ordinance #2307-98 (EMC 19.15.060), which reads: <br /> Off-street Parking Requirements. The intent of this section is to require off-street parking for <br /> the residents of multiple family developments to be provided on the development site, and to <br /> recognize differences between areas which should have a lesser need for automobile use due to <br /> availability of transit service, adequate pedestrian facilities, and the proximity of services within <br /> walking distance. <br /> A. Parking for multiple-family dwellings shall be provided according to the location of the <br /> property, as provided herein. For purposes of this section, any room other than a kitchen, <br /> bathroom, living room or dining room, such as a den, study, office or other similar room shall be <br /> considered a bedroom. <br /> 1. Lots located within the area designated by Map #15-1 shall provide 1.0 parking spaces <br /> per dwelling unit. <br /> 2. Lots located within the area designated by Map#15-2 shall provide 1.5 parking spaces <br /> per dwelling unit for two or fewer bedroom units; and 2.0 parking spaces for dwelling <br /> units with three or more bedrooms. <br /> 3. Lots in areas outside of the areas designated by Map#15-1 or Map#15-2 shall provide <br /> 2.0 parking spaces per dwelling unit, except: <br /> a. in mixed use developments in which at least 25% of the gross floor area of the <br /> development is provided in a permitted non-residential use, 1.5 spaces per dwelling unit <br /> with 2 or fewer bedrooms shall be provided. Parking for non-residential uses shall be <br /> provided as otherwise required by this Title. <br /> b. in multiple family developments with more than 100 dwelling units, 2.0 parking spaces <br /> shall be provided for the first 100 dwellings with 2 or fewer bedrooms, and 1.5 parking <br /> spaces shall be provided for each dwelling with 2 or fewer bedrooms in excess of the first <br /> 100 dwellings. 2.0 spaces shall be provided for each dwelling with 3 or more bedrooms. <br /> 4. Single family attached dwelling developments in the R-1(A) and R-2(A) zones shall <br /> provide 2.0 parking spaces per dwelling unit. <br /> 5. Senior citizen housing developments shall provide 1.0 parking space per dwelling unit. <br /> The applicant shall provide a covenant in a form acceptable to the City which runs with <br /> the land stating that the housing units shall be limited to occupancy by senior citizens. <br /> Conversion to non-senior citizen housing shall not be permitted unless meeting the <br /> parking standards of this section. <br /> B. Parking spaces and parking garages provided within a multiple-family development shall <br /> be for the use of tenants and their invited guests only and shall not be rented, leased or otherwise <br /> used by persons who do not reside in the multiple-family development. Parking spaces required <br /> by this Section shall not be used for storage, boats, trailers, or any purpose other than meeting the <br /> off-street parking requirements of this Section. <br />
