ORDINANCE NO. 3372-14 <br /> An Ordinance amending the Comprehensive Plan <br /> Map from 1.6 (Multiple Family) to 2.0 (Parks /Public Open Space) <br /> with a Rezone from R-3 (Multiple Family) <br /> to P (Public Park Zone), amending Ordinance No. <br /> 2021-94, and Ordinance 1671-89, as amended <br /> for Jackson Park <br /> WHEREAS, the City of Everett adopted a Comprehensive Plan in August, 1994, in conformance <br /> with the Washington State Growth Management Act; and <br /> WHEREAS,the City of Everett completed its 10 year update to the Comprehensive Plan with <br /> City Council adoption on July 20, 2005; and <br /> WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, The Planning Commission, in conjunction with the City Parks Department, has <br /> sponsored a proposed rezone of a City-owned property which is a part of Jackson Park,to allow <br /> inclusion of the property into Jackson Park Zone; and <br /> WHEREAS, the Planning Commission held a public hearing on the matter on November 12, <br /> 2013, at which time it heard from the public, Parks and Planning Department staff, and <br /> considered the various aspects of the proposal; and <br /> WHEREAS, CITY COUNCIL FINDS : <br /> 1. The purpose for the proposed Comprehensive Plan map amendment and rezone is to add a <br /> new area to Jackson Park, by rezoning the subject area from R-3 (Multiple Family) to P (Public <br /> Park Zone). This will allow the added area to have the same zoning as the rest of the Park, <br /> which in turn will help in the implementation of the Jackson Park Master Plan; and <br /> 2. In support of the rezone, the underlying Comprehensive Plan map designation needs to be <br /> amended from 1.6 (Multiple Family)to 2.0 (Parks /Public open space); and <br /> 3. Planning Commission held a public hearing on the proposed Comprehensive Plan and rezone <br /> on November 12, 2013, following which the Commission resolved to support the proposed <br /> amendment and rezone, and <br /> 4. The public health, safety, and welfare would be provided for by rezoning the subject portion <br /> of the park, and implementation of the Jackson Park Master Plan; and <br /> 5. The proposed amendment to the land use map and rezone promotes the best long term interest <br /> of the Everett Community generally, and the affected neighborhoods specifically. <br /> - 1 - <br />
