SECTION 7: LAND DIVISION EVALUATION CRITERIA AND DEVELOPMENT <br /> STANDARDS <br /> A. General Evaluation Criteria for Subdivision, Short Subdivision, Cluster <br /> Alternative, and Alteration or Vacation <br /> B. General Evaluation Criteria for Binding Site Plans and Site Plan Approval <br /> C. General Evaluation Criteria for Binding Site Plans with Previously Approved Site <br /> Plans <br /> D. General Evaluation Criteria for Boundary Line Adjustments <br /> E. Public Use Reservations <br /> F. Design and Development Standards <br /> G. Suitable Guarantee <br /> H. Improvements <br /> I. Survey <br /> J. Dedication <br /> A. General Evaluation Criteria for Subdivision, Short Subdivision, Cluster <br /> Alternative, and Alteration or Vacation <br /> An application that complies with all of the following general evaluation criteria listed <br /> below, the requirements of this Ordinance, and applicable City Standards shall be <br /> approved. An application that does not comply with these criteria shall be denied by <br /> the City. <br /> 1. Public Use and Interest - The proposed project and design shall promote the <br /> public use and interest in accordance with the standards established by the State, <br /> City, and this Ordinance; <br /> 2. Public health, safety, and general welfare - The proposed project and design <br /> shall promote the public health, safety and general welfare in accordance with <br /> the standards established by the State, City, and this Ordinance; <br /> 3. Comprehensive Plan - The proposed project and design is consistent with the <br /> City's Comprehensive Plan policies and land use map; <br /> 4. Existing Zoning - The proposed project and design shall meet the requirements <br /> of the Everett Zoning Code; <br /> 5. Natural Environment - The proposed project and design shall meet the <br /> requirements of Environmentally Sensitive Area Regulations of the Everett <br /> Zoning Code and Title 20 of Everett Municipal Code (Environmental Policies), <br /> and the State Environmental Policy Act, WAC 197.11; <br /> 6. Drainage -- The proposed project and design shall meet the requirements of the <br /> City's Drainage Regulations; <br /> 7. Open Space and On-Site Recreation - The proposed project and design shall <br /> meet the requirements for Open Space, and On-Site Recreation as defined in <br /> Section 7 F.20. and 21 of this Ordinance; <br /> 8.
