6. The proposed boundary line adjustment shall not allow boundary lines to be <br /> adjusted when the adjustment will result in inadequate frontage on a public <br /> street; <br /> 7. The proposed boundary line adjustment shall not allow boundary lines to be <br /> adjusted where such adjustment will likely create an unusable lot, that is subject <br /> to the reasonable use process as defined in Environmentally Sensitive Area <br /> Regulations of the Everett Zoning Code; and <br /> 8. The proposed boundary line adjustment shall not allow a boundary line to be <br /> adjusted where the adjustment will result in a violation of a City or State Code. <br /> E. Public Use Reservations <br /> 1. Reservation or Dedication: <br /> If the City concludes in the review of the division of land that the dedication or <br /> reservation of areas or sites for schools, school grounds, park land, and <br /> playgrounds are reasonably necessary and are a direct result of the proposal, the <br /> City may require that such reservation or dedication be provided. <br /> 2. Street Right-of-Way Realignment or Widening: <br /> a) If the City concludes that the street right-of-way adjacent to a proposed <br /> division of land is inadequate for widening, and realignment of the <br /> existing streets is necessary as a direct result of the proposed project, the <br /> City may require a dedication of necessary right-of-way and <br /> improvement of that right-of-way. <br /> b) If a proposed project requires a dedication of right-of-way off an existing <br /> public street, 100% of the dedicated area will be allowed to be credited <br /> toward meeting the minimum lot size of the proposed project. The <br /> applicant may use lot size averaging or specify the lot which the area <br /> will be credited to. For single family lots, no individual lot shall contain <br /> less than 4,000 square feet after the dedication, and excluding access <br /> easements. <br /> 3. Voluntary Agreements: <br /> Nothing herein shall prohibit voluntary agreements with the City or a School <br /> District that allows a payment in lieu of dedication of land for parklands, <br /> playgrounds, and school sites or to mitigate a direct impact that has been <br /> identified as a consequence of a proposed project as authorized in Chapter 82.02 <br /> RCW. <br /> F. Design and Development Standards <br /> 1. Design with the Environment: <br /> The design and development of any proposed project shall preserve the <br /> environment in accordance with the City regulations. To allow for the <br /> 52 <br />
