material used on signs shall be solid wood, masonry, concrete or similar <br /> material as approved by the Director. <br /> d) A sign plan is required prior to final approval and must be approved by <br /> the Director and City Engineer. All signs shall be installed prior to final <br /> approval. <br /> 18. Utilities Improvements: <br /> All utility facilities shall be per City Standards. <br /> 19. Easements: <br /> Permanent easements shall be provided for utilities and other public services <br /> whenever requested by the City Engineer. <br /> 20. Open Space Areas: <br /> a) Each division of land for a residential lot shall provide a minimum of <br /> six-hundred (600) square feet of private rear yard area as open space. <br /> The minimum dimension of required yard area shall be not less than <br /> fifteen (15) feet. The Director may permit the private rear yard open <br /> space area to extend into the side yard only when it is continuous from <br /> the rear yard area. In lieu of providing the required minimum open <br /> space on each lot in cluster subdivision or cluster short subdivisions, the <br /> Director may approve a reduction of up to 50% of the area required for <br /> open space if an alternative for providing open space is provided and <br /> approved by the Director in cluster subdivisions or cluster short <br /> subdivisions. Alternatives for private rear yard open space may include, <br /> but are not limited to, the following: <br /> i) Additional developed common recreation or playground area; and <br /> ii) Private or public park or trail systems. <br /> 21. On-Site Recreation Facility Requirements: <br /> a) Subdivisions and the Cluster Alternative shall provide on-site <br /> recreational facilities in accordance with the on-site recreation facility <br /> standards of Everett Zoning Code Subsection 15.050.A, as amended. <br /> b) All parks, playgrounds, recreation, and trail access locations shall be <br /> centrally located in an area that is readily available, visible, and <br /> accessible to all the residents within the project. <br /> c) In lieu of providing on-site recreation improvements, the applicant may <br /> pay a voluntary fee. A fee in lieu of on-site recreation improvements <br /> will be permitted when: <br /> i) The size of the development and its projected population is too <br /> small to result in a quality recreational facility, and the <br /> 70 <br />
