RESOLUTION NO. RESOLUTION NO. <br /> JOINT RESOLUTION REGARDING COORDINATED AND EXPEDITED <br /> PLANNING, ENGINEERING AND PERMIT PROCESSING FOR THE <br /> EXTENSION OF LIGHT RAIL TRANSIT FROM LYNNWOOD TO EVERETT <br /> UNDER ST-3 <br /> WHEREAS, Sound Transit is currently building a light rail system to Lynnwood <br /> under a plan approved by voters in 2008 known as ST-2, and light rail is <br /> expected to reach the Lynnwood Transit Center by 2023; and <br /> WHEREAS, Sound Transit is currently planning the next phase of light rail (ST . <br /> 3), which will extend light rail from Lynnwood to Everett via the Paine Field <br /> manufacturing center; and <br /> WHEREAS, Snohomish County and the Cities of Everett and Lynnwood <br /> recognize the significant benefits provided by light rail service to the <br /> transportation system in the Puget Sound region, and the welfare and livability of <br /> communities throughout Snohomish County; and <br /> WHEREAS, Snohomish County and the Cities of Everett and Lynnwood <br /> recognize the importance of working with Sound Transit to develop an efficient <br /> system including: coordinated and expedited planning engineering and . <br /> permitting, development of alignment alternatives, scoping, environmental <br /> review and preliminary design, final design and construction; and <br /> WHEREAS, a coordinated and expedited planning and permitting system will <br /> provide greater certainty and predictability for the development of light rail from <br /> Lynnwood to Everett via Paine Field manufacturing center, and will result in <br /> reduced time and cost to build the ST-3 system expansion; and <br /> WHEREAS, Establishing an inter-agency project management structure with <br /> Sound Transit, Snohomish County, Everett and Lynnwood will provide the <br /> 90 I' <br />
