ID L LYNNWOOD .44‘ WASHINGTON SNOHOMISH COUNTY MEMORANDUM OF UNDERSTANDING This Memorandum of Understanding("MOU") is made and entered into as of this day of 2016 by and between Snohomish County,a political subdivision of the State of Washington (the "County");The City of Everett,a municipal corporation of the State of Washington ("Everett");and the City of Lynnwood, a municipal corporation of the State of Washington ("Lynnwood") (each such entity individually a "Party" and all such entities collectively the "Parties")for expedited permitting for the Sound Transit 3 ("ST3") project extending light rail from Lynnwood to Everett. In making and entering this Memorandum of Understanding the Parties do not intend to create any legal obligations for any Party hereto. The County, Everett and Lynnwood recognize the importance of ST3 and that it will have a significant positive impact on the welfare and livability of communities served. The County, Everett and Lynnwoodrecognize prioritized and expedited planning and permit application processing as a critical factor in the overall project viability and construction timeline of a light rail system into Snohomish County. Each party commits to assign a single point of accountability for the project starting with planning and continuing through design, permitting and construction to ensure a streamlined and accountable process. All parties to this MOU agree to manage the scope of the light rail project,to the extent within their authority, the budget of the final ST3 plan and to identify the project Preferred Alternative as early as • possible in the environmental review process. The County, Everett and Lynnwood agree that ail applicable City and County Departments shall review and process permits for ST3 in the most expeditious manner allowable under state, county and city regulations. Expedited permit processing shall begin on the next working day following receipt by the departments of complete applications or submitted revisions.City and County Departments shall process the permit applications with the highest priority. The Parties agree to immediately notify Sound Transit upon discovery of any deficiencies in its applications and submittals.Whenever possible, applications for multiple permit applications for ST3 will be processed concurrently. The County, Everett and Lynnwood agree to coordinate permit actions with federal,state and other agencies of jurisdiction and to use,where allowed by law,the mitigation commitments described in the 92
