ID <br /> L LYNNWOOD .44‘ <br /> WASHINGTON <br /> SNOHOMISH COUNTY <br /> MEMORANDUM OF UNDERSTANDING <br /> This Memorandum of Understanding("MOU") is made and entered into as of this day of <br /> 2016 by and between Snohomish County,a political subdivision of the State of Washington (the <br /> "County");The City of Everett,a municipal corporation of the State of Washington ("Everett");and the <br /> City of Lynnwood, a municipal corporation of the State of Washington ("Lynnwood") (each such entity <br /> individually a "Party" and all such entities collectively the "Parties")for expedited permitting for the <br /> Sound Transit 3 ("ST3") project extending light rail from Lynnwood to Everett. In making and entering <br /> this Memorandum of Understanding the Parties do not intend to create any legal obligations for any <br /> Party hereto. <br /> The County, Everett and Lynnwood recognize the importance of ST3 and that it will have a significant <br /> positive impact on the welfare and livability of communities served. <br /> The County, Everett and Lynnwoodrecognize prioritized and expedited planning and permit application <br /> processing as a critical factor in the overall project viability and construction timeline of a light rail <br /> system into Snohomish County. Each party commits to assign a single point of accountability for the <br /> project starting with planning and continuing through design, permitting and construction to ensure a <br /> streamlined and accountable process. <br /> All parties to this MOU agree to manage the scope of the light rail project,to the extent within their <br /> authority, the budget of the final ST3 plan and to identify the project Preferred Alternative as early as • <br /> possible in the environmental review process. <br /> The County, Everett and Lynnwood agree that ail applicable City and County Departments shall review <br /> and process permits for ST3 in the most expeditious manner allowable under state, county and city <br /> regulations. Expedited permit processing shall begin on the next working day following receipt by the <br /> departments of complete applications or submitted revisions.City and County Departments shall <br /> process the permit applications with the highest priority. The Parties agree to immediately notify Sound <br /> Transit upon discovery of any deficiencies in its applications and submittals.Whenever possible, <br /> applications for multiple permit applications for ST3 will be processed concurrently. <br /> The County, Everett and Lynnwood agree to coordinate permit actions with federal,state and other <br /> agencies of jurisdiction and to use,where allowed by law,the mitigation commitments described in the <br /> 92 <br />
