<br /> <br />PARTIAL CERTIFICATE OF COMPLETION <br />(LOT 9) <br /> <br /> <br />PNW RIVERFRONT, L.L.C., and RIVERFRONT COMMERCIAL INVESTMENT, L.L.C.
