DHS-FEMA-EMPG-FY23 Page 12 of 44 Everett, E24-278 <br />Programs Directorate Information Bulletin No. 432, Review and Approval Requirements for <br />Training Courses Funded Through Preparedness Grants, <br />https://www.fema.gov/sites/default/files/2020- <br />04/Training_Course_Review_and_Approval_IB_Final_7_19_18.pdf, the training must fall within <br />the FEMA mission scope and be in alignment with the Subrecipient’s Emergency Operations Plan. <br />This requirement only applies to training courses and does not include attendance at conferences. <br />Furthermore, additional federal approvals are required for courses that relate to Countering <br />Violent Extremism prior to attendance. <br />g. All personnel funded in any part through federal award or matching funds under this Agreement <br />shall complete and record proof of completion of: <br />i. NIMS training Independent Study (IS): IS-100, IS-200, IS-700, and IS-800, and <br />ii. Either the FEMA Professional Development Series (PDS) IS-120, IS-230, IS-235, IS-240, <br />IS-241, IS-242, and IS-244, or (2) the Emergency Management Professionals Program <br />(EMPP) Basic Academy IS-230, E/L101, E/L 102, E/L103, E/L104 and E/L105. <br /> C. DHS TERMS AND CONDITIONS <br />As a Subrecipient of 23EMPG funding, the Subrecipient shall comply with all applicable DHS terms and <br />conditions of the 23EMPG Award Letter and its incorporated documents for the Grant, which are <br />incorporated and made a part of this Agreement as Attachment C.
