building official finds that an unsafe condition exists through an improper location of <br /> exits, a lack of an adequate number or width of exits, or when other conditions exist that <br /> are dangerous to human life. <br /> M. Inadequate Fire-protection or Firefighting Equipment. Buildings or portions <br /> thereof shall be considered substandard when they are not provided with the fire-resistive <br /> construction or fire-extinguishing systems or equipment required by this code, except <br /> those buildings or portions thereof that conformed with all applicable laws at the time of <br /> their construction and whose fire-resistive integrity and fire-extinguishing systems or <br /> equipment have been adequately maintained and improved in relation to any increase in <br /> occupant load, alteration or addition, or any change in occupancy. <br /> N. Improper Occupancy. All buildings or portions thereof occupied for living, <br /> sleeping, cooking or dining purposes that were not designed or intended to be used for <br /> such occupancies shall be considered substandard. <br /> O. Minimum Standards for Vacant Buildings. <br /> 1. Definition. "Vacant building"means a building that is unoccupied and is not <br /> currently used as a place of residence or business. At the discretion of the <br /> building official, a portion of a vacant building may be occupied if the occupied <br /> portion meets the standards specified in this code and the vacant and closed <br /> portion complies with the minimum maintenance standards for vacant buildings <br /> specified in this subsection. <br /> 2. Public Nuisance- Substandard Building. Any vacant building which is not <br /> maintained in compliance with the minimum maintenance standards for vacant <br /> buildings imposed by this subsection or such more stringent standards imposed by <br /> the building official is a substandard building and as such, is deemed and hereby <br /> declared to be a public nuisance which the building official is authorized to <br /> summarily abate in accordance with the abatement provisions for substandard <br /> buildings found in this code. <br /> 3. Maintenance Standards. Every vacant building shall conform to the standards of <br /> this subsection except when more stringent standards are imposed by the building <br /> official. <br /> a) Sanitary Facilities. <br /> i) all plumbing fixtures connected to an approved water system, an <br /> approved sewage system, or an approved natural gas utility system <br /> shall be installed in accordance with applicable codes and be <br /> maintained in sound condition and good repair. <br /> ii) All plumbing fixtures connected to an approved system, sewage <br /> system, or approved natural gas utility system, not installed or <br /> maintained in compliance with this code and other applicable <br /> codes and ordinances shall be removed and the service terminated <br /> in the manner prescribed by current codes and ordinances. <br /> iii) All plumbing fixtures not connected to an approved water system, <br /> an approved sewage system, or an approved natural gas utility <br /> system shall either be connected to an approved system or the <br /> 13 <br />
