Over the years <br />Everett has balked at having an open discussion of the one solution that would adequately address its <br />longstanding budget problem: the levy lid lift. This is something that should be explored in great depth, <br />including investigating creative ways to ensure that such a move will not penalize those on fixed incomes who <br />cannot afford increases that might deprive them of their homes.
