Exhibit A (Scope of Work)
SCOPE OF WORK

Scope of testing:
Lead-based paint, interior and exterior:

Visual assessment of all accessible areas of building materials
With respect to all exterior. Limited interiors determined by random number
asignment Perform XRF lead-based paint non-destructive testing
Licensed Washington State Lead Inspector
Fully calibrated and PCS approved X-ray frequency analyzer
Representative testing of painted surfaces to be disturbed on all sides and elevations of
the building
Final report will
include: Narrative
Site plan with sample
locations Digital photos
List of all tested paints and their respective lead
concentrations Final XRF data and pertinent interpretations

TCLP (Toxicity Characteristic Leaching Proceedure)
Department of Ecology Building Waste Lead TCLP
Levels
Each composite sample should consist of several random sub-samples that
are characteristic of the type of waste in the container. One sample per
building (excluding out-buildings)
• Send the composite for TCLP analysis.
• If the sample TCLP results are below 5.0 mg/l, dispose of the entire quantity as solid waste.
• If any of the samples come back with lead concentrations of
5.0 mg/l or more, then dispose of the entire quantity as
dangerous waste.

Asbestos (AHERA Good-Faith Survey):
• Visual assessment of all accessible areas of building materials; with respect to
full demolition
• Create a list of all potentially asbestos containing building materials.
• Sampling of suspect materials in accordance with state, local, and federal
guidelines (AHERA building inspector).
• Lab analysis (PLM) of each sample (up to 3 layers per sample) with a 10
business day turnaround-time from last day of sampling
• Estimated number of samples: 575-625
