An Ordinance submitting to the voters of the city of Ev- erett a proposition for issuing bonds of the said city in the amount of not to exceed fifty thousand dollars ( 50,000.00 ), for the purpose of paying said city' s share of the cost of the improvement of the following described roadway, to-wit: BeginM, ing at the south line of 21st Street; thence northerly along the Norton Avenue Extension to a point opposite the Irving-Daugh- erty Mill at Blackman' s Point; said improvement to consist of clearing, removal of old lumber, construction of a bulkhead, and riprap where necessary, hydraulic fill; also construction of a one-course Portland cement concrete pavement, removal of old trestle, installation of necessary drainage, erection of guard railing, making necessary water main changes, and doing all other work to make a complete improvement in accordance with plans to be prepared by the City Engineer, also the cost of ac- quiring by purchase or condemnation, or both, any right-of-way necessary for the construction of such improvement.
