Section 3: It shall be unlawful for any person, firm or corpora- tion to operate any motor truck or motor truck trailer, other than such as are engaged in the &It or transfer business, or cause eith- er of the same to be operated over, upon or along any street or alley of the City of Everett without having procured a license and license plates from the City Clerk, payment of license fee on the following basis for one year having first been made to the City Treasurer.
