2.0 Project Description <br />The Everett 7-Eleven Parking Lot Expansion project proposes a new parking area south of the <br />recently constructed building to add a net gain of approximately 13 parking stalls on 5,826 square <br />feet (0.13 acre) of impervious surfaces. <br />The project is located at 7500 Hardeson Road on Tax Parcel 28041200305800. Refer to Appendix <br />A-1 for a Vicinity Map and Appendix A-2 for the Zoning Map. <br />The preliminary plans and report have been prepared to satisfy all requirements of the <br />Department of Ecology (DOE) 2019 Stormwater Management Manual for Western Washington <br />(SWMMWW). <br />3.0 Erosion Control Specialist <br />The Contractor shall appoint a Certified Erosion and Sediment Control Lead (CESCL) <br />(BMP C160) for the project. <br />The duties of the CESCL include: <br />• Maintaining files onsite at all times, including the Construction SWPPP and any associated <br />permits and plans. <br />• Directing BMP installation, inspection, maintenance, modification, and removal. <br />• Updating all project drawings and the Construction SWPPP with changes made. <br />• Keeping daily logs and inspection reports. <br />• Facilitating, participating in, and taking corrective actions resulting from inspections <br />performed by outside agencies or the owner. <br />To aid in the implementation of the Construction SWPPP, the members of the SWPP Team <br />include the following: the Contractor, the CESCL, the City of Everett Inspector, AHBL, and the <br />project geotechnical engineering consultant. The General Contractor will ensure all housekeeping <br />and monitoring procedures are implemented, while the CESCL will ensure the integrity of the <br />structural BMPs. The City Inspector, the project geotechnical engineering consultant, and AHBL <br />will observe construction and erosion control practices and recommend revisions or additions to <br />the Construction SWPPP and drawings. <br />4.0 Existing Site Conditions <br />4.1 Existing Cover <br />The project site was recently developed with a building, associated parking, and a fueling station, <br />as well as an existing water, sanitary sewer, and stormwater drainage system. An existing gravel <br />road provides access to an existing offsite regional stormwater facility. An existing 8-inch sanitary <br />sewer line runs west -east through the site and an existing catch basin from the previous storm <br />network located in the center of the parking lot expansion. The site is located next to a Category 11 <br />wetland. An existing split -rail fence delineates the wetland buffer.
