The downstream waterbody from the project site is the Snohomish River. Ecology listed
Category 5 — 303(d) impairments are listed in Appendix F.
Proposed Construction Activities (1.2)
Description of site development :
The project involves the demolition of existing asphalt and utilities, the reconstruction of
temporary utilities outside of the future roadway footprint, the installation of wick drains (PVDs)
and the import and placement of surcharge fill material.
Description of construction activities:
Site preparation, demolition of existing pavement and utilities, grading, paving, surcharge, and
wick drain installation.
Description of site drainage including flow from and onto adjacent properties. Must be consistent
with Site Map in Appendix A:
The site contains one TDA and multiple existing drainage subbasins: Basin A, B, E, F, G, H
encompass the project. The project site is entirely owned by the Port of Everett. Runoff in
drainage basins B through H is collected by existing stormwater conveyance systems and
discharged through outfalls to the Snohomish River. Runoff from basin A sheet flows into the
Snohomish River.
Description of final stabilization (example: extent of revegetation, paving, landscaping):
Final stabilization at the site includes the site pavement and gravel.
Contaminated Site Information:
Proposed activities regarding contaminated soils or groundwater (example: on -site treatment
system, authorized sanitary sewer discharge):
Construction activities will take place within the North Marina West End MTCA Site, Phase 1
VCP MTCA Site, and adjacent to the 14' Street VCP Site. These are listed on the Washington
State Department of Ecology's (Ecology's) Confirmed and Suspected Contaminated Sites List,
where the soil remediation has been conducted. Potentially contaminated soils and groundwater
may be encountered during this project. The Contamination Contingency Plan written for the
property area is included in Appendix G. The Contamination & Contingency Plan outlines soil
and groundwater handling BMPs for the entire property and was approved by Ecology.
Groundwater encountered will be sent to the City sanitary sewer or discharged offsite.
Authorization by the City for sanitary sewer discharge shall be obtained prior to the work and
treatment shall be implemented as necessary to meet City discharge requirements.
