City of Everett Parks and Facilities <br />Forest Park Cultural Resources Survey and Reporting <br />January 12, 2024 <br /> Page 2 <br />Historic Built Environment Survey <br />Task 1 – Management and Project Coordination <br />The WillametteCRA Senior Architectural Historian will be the City of Everett Parks and Facilities <br />primary point of contact during the Project and will manage the other WillametteCRA personnel <br />assigned to the Project. The WillametteCRA Senior Architectural Historian will also assist the <br />City of Everett staff with their coordination with the DAHP review staff. The WillametteCRA <br />Senior Architectural Historian will also complete internal quality assurance and quality <br />assurance review of all Project deliverables. <br />Task 2 – Research <br />The WillametteCRA Architectural Historian will research the history of the Property using <br />publicly available desktop and archival resources, such as aerial photographs, census records, <br />genealogical records, historic photographs, maps, newspapers, and tax assessor records. <br />WillametteCRA will also consult other sources of information on the Property provided by the <br />City of Everett. This research will be used to prepare brief written context statements to <br />document important events which may have occurred within the APE (NRHP Criterion A), <br />provide biographical information about significant individuals who may have been associated <br />with the Property (NRHP Criterion B), and provide information about the construction of the HBE <br />resources on the Property (NRHP Criterion C). These brief historic context statements will be <br />used to complete proposed Tasks 4 and 5. <br />Task 3 – Fieldwork <br />The WillametteCRA Architectural Historian will visit the Property and locate, identify, and photo- <br />document the HBE resources on the Property. Information gathered during the fieldwork will be <br />used to complete proposed Tasks 4 and 5. The WillametteCRA Architectural Historian will also <br />take measurements and collect GPS data points while on site. This documentation will be used <br />to prepare a site plan drawing of the Property. This site plan drawing will include the locations of <br />HBE resources found during the fieldwork. Each HBE resource will be identified on the site plan <br />drawing by its unique DAHP property identification number, which is used by the DAHP to track <br />HBE resources in their Washington Information System for Architectural and Archaeological <br />Records Data (WISAARD). <br />Task 4 – Historic Property Inventory Forms <br />The WillametteCRA Architectural Historian will use the research results (Task 2) and fieldwork <br />documentation (Task 3) to prepare Historic Property Inventory (HPI) forms for each HBE
