or reconstructed with permeable pavement within the past three (3) years unless <br />a deviation is approved by the Engineer. This restriction does not apply to roads <br />with a chip -seal surface. Further information is provided in Subsection B. <br />"Installation," below. <br />3. Prior to construction, the contractor/utility may be required to submit a proposed <br />haul route for review by the Engineer. Based on this review, the Engineer may <br />require that a haul route agreement be administered by Public Works in <br />accordance with SCC Title 13. <br />4. All utility excavation outside of the improved right-of-way (existing road and fill <br />slope) shall, to the extent required by Title 30 SCC, undergo appropriate <br />environmental review to ensure all impacts to wetlands, streams, fish and wildlife <br />habitat areas and buffers are adequately mitigated. <br />B. Installation <br />1. Lateral trenching shall not be permitted in roads that have been constructed, <br />reconstructed, or resurfaced with either an asphalt overlay or permeable <br />pavement within the past 3 years, unless it is shown by the utility that <br />alternatives, such as boring or jacking, are not feasible and a deviation is <br />approved by the Engineer. <br />2. Where boring is the required or approved installation method: <br />i. The length of the bore shall extend a minimum of 4 feet from edge of <br />pavement, if sufficient right-of-way exists. <br />ii. Unused holes or abandoned casings shall be backfilled. <br />iii. Water boring under roadways shall not be permitted. <br />iv. Existing carriers and conduit installed under a roadway shall be physically <br />located prior to boring. <br />3. When trenching through existing pavement, the open cut shall be a neat -line cut <br />made by either saw -cutting or jackhammering a continuous line. Trench sides <br />shall be kept as nearly vertical as possible. <br />i. Trench width shall equal the diameter of the pipe plus a minimum of 12 <br />inches on each side to ensure adequate compaction by mechanical means. <br />See Standard Drawing 8-030. <br />ii. Where a trench crosses pavement, the pavement cut shall be at least 12 <br />inches wider on each side than the width of the trench to ensure adequate <br />compaction. <br />4. The pipe or carrier, including backfill, shall be installed in a manner that ensures <br />no deformation of the pipe likely to cause leakage or degradation to the structural <br />integrity of the roadway. Compaction and restoration shall be accomplished as <br />detailed below immediately after the trench is backfilled. <br />5. Plowing of communication and electrical lines on or adjacent to existing roads by <br />means of a vibratory plow may be allowed by the Engineer provided the structural <br />integrity of the roadway will not be impaired. Plowing may be no closer than 4 <br />feet from the pavement. Use of a "static" type plow is not allowed. <br />8-5 Engineering Design and Development Standards <br />September 17, 2021 <br />
