California Street Parking Lot Stormwater Site Plan Report Section 1 Project Overview 1.1 PROJECT OVERVIEW. The project site is located at 1717 California Street in the City of Everett, at the northwest corner of California Street and Rockefeller Avenue; which is more generally located in SE%of Section 19, Township 29N, Range 5E (see the vicinity map below). P CI VE 5 1 I Vicinity Map Not to Scale The site consists of one parcel (00439162601700)totaling approximately 0.689 acres and is currently zoned Urban Mixed (UM). The site contains a large brick building (previous YMCA) and vacant graveled lot (recently demolished YMCA addition);the site is 100% covered with hard surface. The site generally slopes in an easterly direction ranging between 4%and 8%with approximately 8 feet of fall from the upper westerly boundary down to the lower easterly boundary of the site. The site is accessed via an alley along the westerly boundary of the site. This proposal is for a new 51 stall parking lot on the currently vacant area (previous YMCA addition building that was removed in 2021) north of the existing building. The parking lot will supplement the existing building onsite and the new residential apartment building on the east side of Rockefeller Avenue, currently under construction by the applicant. Vehicle will access the parking lot from the alley along the westerly side of the subject site. Supporting infrastructure, including stormwater collection and conveyance facilities; urban landscaping; and walkways will be installed with the site development. Minor site frontage improvements will be made along Rockefeller Avenue to facilitate access and a public road system to the site. Stormwater runoff from the parking lot will be collected and discharge to the city combined stormwater and sewer system in Rockefeller Avenue along the easterly boundary of the project site.
