111 <br /> occupant of such vehicle or any witness to the accident, or in case <br /> of an injured pedestrian, to such pedestrian or witness, the plate <br /> number of his vehicle, the true name and address of the owner, the <br /> name and address and the operator' s license number of the driver, and <br /> the name and address of each occupant of such vehicle; and it shall <br /> likewise be the duty of any witness of any such accident to furnish <br /> to the driver or occupant of any such vehicle or to any other per- <br /> son concerned in said accident upon request, his name and address; <br /> and it shall be unlawful for either party to a collision, whether re- <br /> sulting from a mistake in judgment or arising from accident, to move <br /> away from the place of such collision or accident without complying <br /> with the provisions of this section. None of the information required <br /> by this section to be given shall be construed as fixing liability <br /> or fault or negligence of either party, but shall be the means of i- <br /> dentification of the facts acid circumstances only. <br /> It shall also be the duty of such operator or driver to ren- <br /> der to any such persons all necessary assistance, including the car- <br /> rying of such person or persons to a physician or surgeon for medical <br /> or surgical treatment if such treatment is required or if such carry- <br /> ing is requested by the person struck or any occupant of such vehicle <br /> collided with. <br /> Section 27: It shall be unlawful for any person to operate <br /> a motor vehicle upon any of the streets, alleys or other public plac- <br /> es of the city of Everett while under the influence of intoxicating <br /> liquor or of any narcotic drug. <br /> Section 28: No person shall drive or operate a motor vehicle, <br /> or the motor thereof, having an internal combustion engine, without <br /> having attached thereto an exhaust muffler having a cubic capacity <br /> of not less than twice the cubic capacity of the firing chamber in <br /> the cylinder of the engine, in good working order, adequate to pre- <br /> vent excessive or unusual noises, annoying smoke, and the escape of <br /> gas, steam or oil, as well as the falling out of refuse from fuel, <br /> and such muffler shall not be cut out or disconnected.
