4 • • ORDINANCE NO. 2312 An Ordinance providing for the improvement of the alley west of ''halnut Street from 19th Street to the manhole south of 16th Street , by the construction of a sewer and its necessary appurtenances and doing all other work on the entire district necessary to make a complete improvement , all in accordance with Resolution No. 3311 of the City of Everett ; creating an assess- ment district; creating a local improvement district fund there- for, providing that said improvement be made by special assess- ment u= on the property in : ai d district under the Node of payment by bonds. IIEREAS, By Res olut ion No. 3311 of the City o f Everett, the City Council of Everett has declared its intention to order the improvement as above outlined and doing all other work necessary in connection therewith to make a complete improvement in accord- ance with plans and specifications prepared by the City Engineer; now, therefore, THE CITY OF EMETTDOESORDAIN: Section 1 : That the alley west of Walnut Street from 19th Street to the manhole south of 16th Street, be improved by the construction of a sewer and its necessary appurtenances and doing all other work on the entire district necessary to make a complete improvement according to the plans and specifications prepared under the direction of the City Engineer, which plans and specif- ications are hereby adopted and approved. Section 2: That the cost and expense of such improvement, including all necessary incidental expenses, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The city of Everett shall not be liable in any manner for any portion of the costs and ex- penses of such improvement , except as provided in chapter 141, Session Laws of 1923, and Ordinance No . 2126 of the city of Everett.
