Exhibit A (Scope of Work) <br />SCOPE OF WORK <br />Evaluate the feasibility of a rezone of 1301 Lombard from the R-2 zone to the <br />Neighborhood Business zone to support future townhome development. If feasible, <br />prepare and expedite a rezone application using the Type REV-IIIB procedure. Scope of <br />work would include: <br />Part 1 - Rezone Feasibility Study (in coordination with a professional engineer) o <br />Prepare of Bluebeam-level site blocking plan based on the Neighborhood Business <br />zone standards and in consideration of: o Stormwater site conceptual modeling and <br />vertical analysis o Sewer concepts and gravity service feasibility o General utility <br />investigation <br />Part 2 - Preparation and submittal of a complete zoning application: o Prepare a full and <br />complete land use application, including a narrative with analysis of the decision criteria, <br />statement of compliance with and furtherance of the comprehensive plan, and other <br />supportive documentation. o Prepare analysis of the zoning change as it relates to <br />capital facilities and available public services. o Preparation of maps and exhibits as <br />required. o Preparation of an environmental (SEPA) checklist if required. o Submission <br />of the complete application. <br />Part 3 - Preparation and Presentation: o Prepare and present to the neighborhood if <br />such a post-application meeting is required. o Prepare and present at the open record <br />hearing, which will be held before Hearing Examiner (Type REV-IIIB). o Prepare and <br />present at the closed record hearing, which is held at the City Council <br /> <br />Pricing For Part 1: Not To Exceed $4000.00 <br /> <br />Pricing For Parts 2 and 3: Flat Rate of $10,000.00 <br /> <br />
