April 17, 2024 <br />4 <br /> <br />ACTION ITEMS: <br /> <br />COUNCIL BILL 2403-90 <br /> <br /> THIRD AND FINAL READING: <br /> <br />AN ORDINANCE amending Ordinance 3650-17 (Quick Service/Barista Stand Ordinance) <br />(EMC 5.132.020; .040) <br /> <br />Moved by Council Member Bader, seconded by Council Member Tuohy, that this is declared to <br />be the third and final reading of Council Bill 2403-90. <br /> <br /> <br />The City Clerk was directed to call the roll for the final deposition of the ordinance. <br /> <br /> AYES: Fosse, Rhyne, Schwab, Zarlingo, Bader, Tuohy <br /> NAYES: None <br /> ABSENT: Vogeli <br /> <br /> Ordinance 4015-24 adopted. <br /> <br />PUBLIC HEARING – REVENUE OPTIONS <br /> <br />President Schwab opened the public hearing regarding revenue options. Susy Haugen, Finance <br />Director, provided a briefing. <br /> <br />Discussion ensued with Mayor Franklin, Susy Haugen, and Jennifer Gregerson answering <br />questions. <br /> <br />The following members of the public spoke: Elly Smith, Bryan Partington, Sarah Olson, and Scott <br />Murphy <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Bader, to close the public <br />hearing. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Member Vogeli who was <br />excused. <br /> <br />Motion carried. <br /> <br />Further discussion ensued along with staff answering Council questions.
