5.4.2 Post-Restoration Functions and Values <br /> The proposed restoration plantings and removal of invasives and debris material will restore <br /> functions of disturbed portions of the wetland and buffer to a state equal or superior than pre- <br /> clearing. Over time, areas that were formerly cleared and graded will progress to a dense scrub- <br /> shrub and forested condition, recreating structurally diverse areas that will provide higher values <br /> for slowing surface flows,decreasing erosion potential,performing water quality improvement,and <br /> providing higher quality wildlife habitat. The restoration of trees and shrubs in areas that are <br /> currently bare will increase the opportunity for foraging, thermal cover, nesting, or hiding for <br /> wildlife that historically utilized the site. Overall, the proposed restoration measures are expected <br /> to lift the functions and values currently provided by the on-site wetland and buffer. <br /> 5.5 WETLAND AND BUFFER RESTORATION PLANTINGS <br /> Plant quantities and spacings have been adjusted to accommodate site conditions for areas of <br /> existing native vegetation remaining and/or emerging.
