Mulch <br /> After plant installation, mulch rings shall be installed around each new planting. No less than 3 <br /> inches of woodchip(arborist)mulch shall be applied in a 2-foot diameter ring around each installed <br /> plant. Mulch shall be kept at least 2 inches from the trunks or stems of plants to prevent plant <br /> damage. As an alternative, sheet mulch is acceptable across the entire buffer enhancement area. <br /> 5.8 PROJECT MONITORING PROGRAM <br /> 5.8.1 PROJECT GOALS AND OBJECTIVES <br /> The general goal of this restoration plan is to restore the functions and values provided by the on- <br /> site wetland and buffer. The specific goals of the restoration plan are to remove invasive species, <br /> increase vegetative cover and species diversity,increase soil stabilization capacity,decrease erosion, <br /> increase the bio-filtration capacity of the buffer, and increase browsing and cover opportunities for <br /> wildlife. <br /> To achieve these goals, invasive plants and litter will be removed and native vegetation will be <br /> installed throughout the wetland and buffer area. These goals will have been achieved when the <br /> enhancement area achieves the performance standards provided below. <br /> 5.8.2 MONITORING REQUIREMENTS <br /> Upon completion of the proposed enhancement plan, an inspection by a qualified biologist will be <br /> made to determine plan compliance. A compliance report (as-built report) will be supplied to the <br /> City of Everett within 30 days after the completion of planting. The monitoring period will begin <br /> after the City of Everett has approved the as-built report.A wetland biologist or the property owner <br /> will perform condition monitoring of the plantings semi-annually in the spring and fall for five <br /> years. A written report describing the monitoring results will be submitted to the City of Everett <br /> after each fall inspection of each monitored year. <br /> Inspection/Reporting Schedule <br /> 1.Initial compliance/as-built report <br /> 2. Semi-annual site inspections (spring&fall) <br /> 3. Annual reports submitted in the fall of each monitored year <br /> Purpose for Monitoring <br /> The purpose for monitoring this mitigation project shall be to evaluate its success. Success will be <br /> determined if monitoring shows at the end of five years that the definitions of success stated below <br /> are being met. The property owner shall grant access to the mitigation area for inspection and <br /> maintenance during the period of the bond or until the project is evaluated as successful. <br /> Monitoring <br /> Monitoring shall be conducted annually for five years in accordance with the approved mitigation <br /> plan. The monitoring period will begin once the City receives written notification from a wetland <br /> professional confirming the mitigation plan has been implemented and City staff inspects the site <br /> and issues approval of the installation.
