20-084 Lyashenko <br />3/27/20 <br />PAGE 20F22 <br />Project Description <br />The proposed project is located at 5801 S 2nd Ave. Access to the site is from the west, via <br />S 2nd Ave. The applicant proposes to construct a detached accessory dwelling unit, with <br />a total footprint of 1,050 sqft, in the north-easterly quadrant of the subject parcel: no <br />additional parking is proposed, and the building will tie into on -site existing sewer <br />infrastructure. No temporary or permanent impacts are proposed to any critical areas or <br />their associated buffers, therefore mitigation measures are not required for this project. <br />Field Investigation <br />Weather conditions have been typical for mid -March in our region. The tree stratum at <br />the site is confined to single -aged± conifers aligned along the north, east, and south <br />property borders; the shrub stratum is light, and consists mainly of Himalayan <br />blackberry (Rubes armeniacus) in the southeast corner of the parcel and a row of <br />Pyramidalis along 2nd Ave; the herb stratum is dominated by maintained lawn (see <br />photo sheet for more detail). No concentrations of hydrophytic vegetation were <br />observed on the site, and no evidence of primary or secondary wetland hydrology (e.g. <br />surface water or saturated soil; algal mats, sparsely vegetated areas or water -stained <br />leaves) was observed on the site. <br />City of Everett GIS (Goodwill 2013) depicts a seasonal stream (Type Ns) near the <br />southeast corner of the parcel: this watercourse is conveyed from the west via a 12" <br />PVC pipe (Fig. 2) originating at a catchbasin on the west shoulder of S 2nd Ave. <br />Figure 2. 12" PVC pipe conveying a Type Ns waterbody from a CB on S 2nd Ave. <br />Image Source: Harmsen LLC. <br />
