28 <br /> <br /> <br /> C. No load may be discharged without prior consent of the Director. The Director <br />may collect samples of each hauled load to ensure compliance with applicable <br />pretreatment standards. The Director may require the hauler to provide a waste <br />analysis of any load prior to discharge. Hauled waste that is not strictly domestic <br />in origin shall be refused and the permit may be revoked until such time the <br />permittee provides disposal documentation of the refused load to the Director. <br /> <br /> D. Septage haulers shall utilize a waste tracking form (manifest) provided by the <br />Director for every load discharged. Any discharge without a manifest form is an <br />unauthorized discharge and the hauler will receive an administrative fine of not <br />less than $5,000, and may have their discharge permit revoked or suspended. <br />Violations of permit conditions or this ordinance shall subject the permittee to <br />the enforcement actions detailed in the permit and this ordinance. <br /> <br /> E. Wastewater discharge permit fees for liquid waste haulers shall be established <br />and charged in addition to other license and volume fees charged under the <br />Everett Municipal Code, as amended. License and volume fees shall be <br />established as part of the user fee system utilizing the principles established in <br />Section 13 of this ordinance. <br /> <br />2.14 High Strength Wastes <br /> <br />The discharge of Industrial wastewater with compatible pollutants shall be subject to <br />the review and approval of the Director. If the Director determines that the mass <br />loading and/or volume of flow is excessive, and the wastewater will not cause <br />interference, pass through, or reduce the efficiency of the wastewater treatment <br />system, the wastewater may be allowed subject to additional charges. Permitted <br />industrial user discharges exceeding the BOD, TSS, and HEM concentrations listed in Sec <br />2.4.C shall be subject to high strength surcharges. These additional charges will be based <br />on the average treatment cost of the pollutant and flow. The additional charge shall be <br />applied to the total load and flow discharged.
