The award portion of this request for the Reservoir
3 Replacement Project is $70,171.15.
On August 18, 2021, the City Council approved an amendment to Funding Ordinance 3816-21 to
fund the Port Gardner Storage Facility Project. The award portion of this request for the Port
Gardner Storage Facility Project is $465,262.34.
The requested award amount for these generators is $535,433.49, including tax.
Project summary statement:
To ensure continuous safe operation of facilities during a power outage, the Reservoir 3
Replacement Project includes a new 100kW generator and associated equipment and the Port
Gardner Storage Facility Project includes a new 1000kW generator and associated equipment.
The primary reason for generators at these sites is to ensure earthquake safety.
The price includes all generator components provided by Cummins (see quote). This will be
purchased through the Sourcewell cooperative contract for Cummins equipment (#092222-
CMM/COE #2023-035). The city is ordering directly due to long lead times for generators.
Sourcewell, a State of Minnesota local government unit and service cooperative created under
the laws of the State of Minnesota (Minnesota Statutes Section 123A.21), released RFP #092222
for Electrical Energy Power Generation Equipment with Related Parts, Supplies, and Services on
August 4, 2022. The solicitation was publicly advertised in multiple publications from August 4,
2022, to September 22, 2022. Responses were received by ten vendors and submitted through
the Sourcewell Procurement Portal. Each Proposer’s response material was digitally sealed upon
submission and remained inaccessible until the due date and time specified in the Solicitation
Schedule. A total of 5 vendors were awarded as a result of this process.
Participation in Sourcewell contracts is open to municipal governmental entities in the United
States and Canada, among other entities. On February 17, 2023, the City of Everett Procurement
confirmed that the Sourcewell #092222-CMM contract met all standards for the City of Everett to
use for the purchase of generators and created COE #2023-035 for tracking the use of this
contract.
Recommendation (exact action requested of Council):
Award and Authorize Approximately $535,433.49 to be spent with Cummins, Inc. from
Sourcewell Contract #092222-CMM/COE #2023-035 for generators for Reservoir 3 and Port
Gardner Storage Facility Projects.

City Council Agenda Item Cover Sheet
