11 <br /> <br />(9) Noxious or malodorous liquids, gases, solids, or other wastewater which, <br />either singly or by interaction with other wastes, are sufficient to create a <br />public nuisance or a hazard to life, or to prevent entry into the sewers for <br />maintenance or repair; <br />(10) Wastewater which imparts color which cannot be removed by the treatment <br />process, such as, but not limited to, dye wastes and vegetable tanning <br />solutions, which consequently imparts color to the treatment plant's <br />effluent, thereby violating the City's NPDES permit. Color (in combination <br />with turbidity) shall not cause the treatment plant effluent to reduce the <br />depth of the compensation point for photosynthetic activity by more than <br />ten percent (10%) from the seasonably established norm for aquatic life; <br />(11) Wastewater containing any radioactive wastes or isotopes except as <br />specifically approved by the Director in compliance with applicable State <br />or Federal regulations; <br />(12) Storm water, surface water, ground water, artesian well water, roof runoff, <br />subsurface drainage, swimming pool drainage, condensate, deionized <br />water, non-contact cooling water, and unpolluted wastewater, unless <br />specifically authorized by the Director; <br />(13) Any sludges, screenings, or other residues from the pretreatment of <br />industrial or commercial wastes or from industrial or commercial processes, <br />or residues from cleaning wetwells or sewers, except as authorized by the <br />Director; <br />(14) Medical wastes, except as specifically authorized by the Director; <br />(15) Wastewater causing, alone or in conjunction with other sources, the <br />treatment plant's effluent to fail a toxicity test; <br />(16) Detergents, surface-active agents, or other substances in amounts which <br />may cause excessive foaming in the POTW; <br />(17) Any liquid, solids, or gases which by reason of their nature or quantity are, <br />or may be, sufficient either alone or by interaction with other substances to <br />cause fire or explosion or be injurious in any other way to the POTW or to <br />the operation of the POTW. At no time shall two (2) successive readings on <br />an explosion meter, at the point of discharge into the system (or at any point <br />in the system), be more than five (5%) per cent nor any single reading over <br />ten (10%) per cent of the lower explosive limit (LEL) of the meter. <br />
