13 <br /> <br />agent for any Industrial User within the meaning of 40 CFR Part 63, <br />including but not limited to 40 CFR § 63.1595. <br />(28) Any toxic substances in amounts exceeding standards promulgated by the United States <br />Environmental Protection Agency pursuant to Section 307(a) of the Act and the EPA’s <br />priority pollutant list. <br />Pollutants, substances, or wastewater prohibited by this section shall not be processed or <br />stored in such a manner that they are likely to be discharged to the POTW unless the user <br />has in place an accidental spill prevention plan (ASPP)/slug control plan. <br /> <br />2.2 State Requirements <br /> <br /> State requirements and limitations on discharges to the POTW shall be met by all users <br />which are subject to such standards in any instance in which they are more stringent than <br />federal requirements and limitations, or those in this ordinance or other applicable <br />ordinances. <br /> <br />2.3 Local Limits <br /> <br /> The following pollutant limits are established to protect against pass through and <br />interference. No person shall discharge wastewater containing in excess of the following <br />daily maximum allowable discharge limit. <br /> <br />nonpolar fats, oils, 200 mg/L <br />and grease (NPFOG) <br /> <br /> <br /> The above limit applies at the point where the wastewater is discharged to the POTW (end <br />of the pipe). <br /> <br />The City Council authorizes the Director to revise local limits. <br /> <br />2.4 City's Right of Revision <br /> <br /> The City reserves the right to establish, by ordinance or in wastewater discharge permits, <br />more stringent standards or requirements on discharges to the POTW. <br />
