13 <br /> <br />(c) The Industrial User never discharges any untreated concentrated <br />wastewater. <br />(4) Upon a finding that an Industrial User meeting the criteria in paragraph <br />(BV)(2)(b) of this section has no reasonable potential for adversely <br />affecting the POTW’s operation or for violating any Pretreatment <br />Standards or requirement, the Director may at any time, on his own <br />initiative or in response to a petition received from an Industrial User or <br />POTW, and in accordance with 40 CFR 403.8(f)(6), determine that such <br />Industrial User is not a Significant Industrial User. <br />BW. Sludge. Residual solids resulting from the treatment of wastewater. <br />BX. Slug Load or Slug Discharge. Any discharge at a flow rate or concentration which <br />could cause a violation of the discharge standards in Section 2.1 through 2.4 of <br />this ordinance. A Slug Discharge is any Discharge of a non-routine, episodic <br />nature, including but not limited to an accidental spill or a non-customary batch <br />Discharge, which has a reasonable potential to cause Interference or Pass <br />Through, or in any other way violate the POTW’s regulations, Local Limits or <br />Permit conditions. <br />BY. Standard Industrial Classification (SIC) Code. A classification pursuant to the <br />Standard Industrial Classification Manual issued by the United States Office of <br />Management and Budget. <br />BZ. State. The State of Washington. <br />CA. Storm Water. Any flow occurring during or following any form of natural <br />precipitation, and resulting from such precipitation, including snowmelt. <br />CB. Total Suspended Solids (TSS). The total suspended matter that floats on the <br />surface of, or is suspended in, water, wastewater, or other liquid, and which is <br />removable by laboratory filtering and is amenable to measurement by the <br />methods described in Standard Methods for the examination of Water and <br />Wastewater, current approved edition. <br />CC. Toxic Pollutant. One of the pollutants, or combination of those pollutants, listed <br />as toxic in regulations promulgated by EPA under Section 307 (33 USC 1317) of <br />the Act, or other pollutants as may be promulgated. <br />CD. Treatment Plant Effluent. The discharge from the POTW into waters of the <br />United States. <br />CE. User. Any source of discharge into the sewer. <br />CF. Wastewater. Liquid and water-carried industrial wastes and sewage from
