19 <br /> <br />Hazardous Air Pollutants for Source Categories (NESHAP) under 40 CFR <br />Part 63 is prohibited. The discharge of any untreated wastewater <br />regulated by a NESHAP also is prohibited. The POTW does not and will <br />not accept a NESHAP regulated waste stream nor provide treatment or <br />controls as an agent for any Industrial User within the meaning of 40 CFR <br />Part 63, including but not limited to 40 CFR § 63.1595. <br />(28) Any toxic substances in amounts exceeding standards promulgated by <br />the United States Environmental Protection Agency pursuant to Section <br />307(a) of the Act and the EPA’s priority pollutant list. <br />Pollutants, substances, or wastewater prohibited by this section shall not be processed <br />or stored in such a manner that they are likely to be discharged to the POTW unless the <br />user has in place an accidental spill prevention plan (ASPP)/slug control plan. <br />2.2 Federal Categorical Pretreatment Standards <br /> <br />The National Categorical Pretreatment Standards found at 40 CFR Chapter I, Subchapter <br />N, Parts 405-471 are incorporated herein by reference as if set forth in full in this <br />ordinance. <br />A. Where a categorical Pretreatment Standard is expressed only in terms of either <br />the mass or the concentration of a pollutant, the Director may impose <br />equivalent concentration or mass limits. <br />B. Where a categorical Pretreatment Standard is expressed only in terms of mass of <br />pollutant per unit of production, the Director may impose equivalent <br />concentration or mass limits. <br />2.3 State Requirements <br /> <br /> State requirements and limitations on discharges to the POTW shall be met by all users <br />which are subject to such standards in any instance in which they are more stringent <br />than federal requirements and limitations, or those in this ordinance or other applicable <br />ordinances. <br />2.4 Local Limits <br /> <br />A. The director is authorized to establish Local Limits pursuant to 40 CFR 403.5(c). <br />B. The following technically based Maximum Allowable Headworks Loadings [MAHL] <br />have been established to protect against pass through and interference.
