35 <br /> <br />wastewater discharge permit, the user shall fulfill the public notice requirements, and <br />publish in the largest local daily newspaper, its application for, and the City's intent to <br />issue, a wastewater discharge permit. The manner, format, content and length of time <br />for the publication shall be as prescribed by the Director, but at no time shall be less <br />stringent than the requirements in WAC 173-216-090. The cost of publication shall be <br />paid for by the applicant. If there have been no adverse comments when the public <br />comment period has elapsed, the application shall be considered complete and the <br />permit will be drafted. Once drafted the permit will also be put out for public comment. <br />The permit shall be issued within thirty [30] days of the end of the applicable public <br />comment period if no comments are received, or completion of review and addressing <br />of any public notice comments received. If addressing public comments results in <br />significant changes to the draft permit, the public notice may need to be repeated with <br />the modified permit. The Director may deny any application for a wastewater discharge <br />permit. <br /> <br />3.10 Wastewater Discharge Permit Contents <br /> <br /> Wastewater discharge permits shall include such conditions as are reasonably deemed <br />necessary by the Director to prevent pass through or interference, protect the quality of <br />the water body receiving the treatment plant's effluent, protect worker health and <br />safety, facilitate sludge management and disposal, and protect against damage to the <br />POTW. <br /> <br /> A. Wastewater discharge permits must contain the following conditions: <br /> <br /> (1) A statement that indicates wastewater discharge permit duration, which <br />in no event shall exceed five (5) years; <br /> <br /> (2) A statement that the wastewater discharge permit is non-transferable <br />without prior notification to and approval from the City, and provisions <br />for furnishing the new owner or operator with a copy of the existing <br />wastewater discharge permit; <br /> <br /> (3) Applicable pretreatment standards: Effluent limits, including Best <br />Management Practices, based on applicable general Pretreatment <br />Standards, categorical Pretreatment Standards, local limits, and State and <br />local law; <br /> <br /> (4) Self-monitoring, and sampling as necessary, reporting, notification, <br />submittal of technical reports, compliance schedules, and record-keeping <br />requirements. These requirements shall include an identification of <br />pollutants to be monitored, sampling location, sampling frequency, and <br />sample type based on Federal, State, and local law;
