41 <br /> <br />SECTION 4 - REPORTING REQUIREMENTS <br /> <br />4.1 Baseline Monitoring Reports <br /> <br /> A. Within either one hundred and eighty (180) days after the effective date of a <br />categorical pretreatment standard, or the final administrative decision on a <br />category determination under 40 CFR 403.6(a)(4) (whichever is later) existing <br />categorical users currently discharging to or scheduled to discharge to the <br />POTW, shall be required to submit to the City a report which contains the <br />information listed in Section 3.7 of this ordinance. <br /> <br />At least ninety (90) days prior to commencement of their discharge, new <br />sources, and sources that become categorical users subsequent to the <br />promulgation of an applicable categorical standard, shall be required to submit <br />to the City a report which contains the information listed in Section 3.7 of this <br />ordinance. <br /> <br />A new source may be required to submit an engineering report to the Director <br />and comply with WAC 173-240; the report should explain the method of <br />pretreatment a new source intends to use to meet applicable categorical <br />standards. A new source shall give estimates of its anticipated flow and quantity <br />of pollutants discharged. <br /> <br />4.2 Final Compliance Report (Initial Compliance Report) <br /> <br /> A. Within 90 days following the date for final compliance by the SIU with applicable <br />pretreatment standards and requirements set forth in this ordinance, in a <br />wastewater discharge permit, or within 30 days following commencement of the <br />introduction of wastewater into the POTW by a new source or new users <br />considered by the City to fit the definition of SIU, the affected user shall submit <br />to the City a report containing the information outlined in Paragraph (D)-(F) of <br />Section 3.7 of this ordinance. <br /> <br /> B. For users subject to equivalent mass or concentration limits established by the <br />City in accordance with procedures established in 40 CFR 403.6 (c), this report <br />shall contain a reasonable measure of the user's long term production rate. For <br />all other users subject to categorical pretreatment standards expressed in terms <br />of allowable pollutant discharge per unit of production (or other measure of <br />operation), this report shall include the user's actual production during the <br />appropriate sampling period. <br />
