<br /> <br /> <br />Proposed Project Scope <br /> <br />PSE proposes the following scope of work: <br />1. Review of Historical Records – Review of historical and as-built information provided by the client. This <br />includes, but may not be limited to, reporting from prior coating assessments, original construction <br />documents, and other historical records. <br />2. Site Visit and Condition Assessment – Perform (2) site visits, (1) for each reservoir, to gather information <br />and observe existing conditions. Review of existing conditions will be based on a visual, nondestructive <br />evaluation. Exterior conditions of the reservoirs will be reviewed where visible from the ground and <br />roof. PSE understands that the reservoirs will be drained one at a time to provide interior access, but no <br />float investigation will be performed. PSE assumes that the client will provide safe access and necessary <br />equipment (e.g. ladders for the exterior and interior of the tank) for the site visits. <br />3. Structural Analysis <br />a. Roof Framing Gravity Analysis – Perform a structural evaluation considering effects from gravity <br />loads (e.g. self-weight, live, and snow) of the existing roof framing to identify deficiencies. PSE’s <br />evaluation will consider minimum prescribed loading from the 2021 International Building Code <br />(IBC) as amended by the State of Washington. <br />b. Limited Lateral Load Path Review – Perform a limited qualitative analysis of the visible portions <br />of the reservoir to identify potential lateral load path deficiencies for further evaluation. This <br />assessment will be visual only and does not include a full lateral analysis per the American Water <br />Works Association D103 Standard for Factory-Coated Bolted Carbon Steel Tanks for Water <br />Storage (AWWA D103), or any other codes or standards. <br />4. Evaluation Reporting – Generation of a report to summarize findings from the site visit and roof <br />evaluation. Reporting will summarize general conditions including coating or surface issues, roof framing <br />structural deficiencies, potential lateral load-path deficiencies for further evaluation, and any other <br />structural issues requiring immediate remediation. Reporting will include conceptual-level repair and <br />retrofit options to mitigate roof framing deficiencies identified in the evaluation. Based on a cursory <br />review of the existing reservoir conditions, PSE may comment on the feasibility of total roof replacement <br />as well. <br />5. Review Workshop – Participation in a workshop with the client to review findings from the evaluation <br />and potential approaches for mitigation and retrofit of deficiencies. PSE’s role during the workshop will <br />be to advise on the structural feasibility of the various approaches proposed. <br />6. Documents Delivery – Electronic delivery of the following documents as digital PDFs: (1) draft evaluation <br />report, and (1) final stamped evaluation report. <br />7. Management Reserve Fund Services – This is a City-authorized fund for any unanticipated services that <br />arise during the course of the project. Use of these funds is at the City’s discretion and requires prior <br />authorization from the City’s project manager. Work authorized under this task item will be billed on a <br />time and materials basis to complete the agreed upon services, not to exceed the maximum allotted fee <br />as noted below.
