• to a point on the north property line of Cascade View; also on the alley East of Broadway from the center line of 40th Street, northerly 90 feet, by the construction of a sewer and its necessary appurte- nances and doing all work necessary to make a complete improvement, in accordance with plans and specifications prepared by the City Engineer, now therefore, THE CITY OF EVERETT DOES ORDAIN : Section 1 : That the alley East of Broadway from the manhole on the north property line of 38th Street to the center line of 39th Street ; thence iesterly along the center line of 39th Street to a point 21 feet ; est of theast property line of Broadway; thence Westerly twenty-one feet est from and Parallel to the 'Bast line of Broadway to the center line of 40th Street ; thence Fasterly along the center line of 40th Street to the center line of the alley East of Broadway; thence Southerly along the center line of the alley Eastof Broadway to a point on the north property line of Cascade View; also on the alley Last of Broadway from the center line of 40th Street, northerly 90 feet, be improved by the construction of a sewer and its necessary appurtenances and doing al work necessary to make a complete improvement, according to the plans and specifications prepared under the direction of the City /Ingineer, Which plans and specifications are hereby adopted and approved. Section 2 : That the cost and expense of such improvement including all necessary incidental expenses shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement, except as provided in Chapter 141, Session laws of 1923 and Ordinance No.2126 of the City of Everett. ;Section 3 : There is hereby established a Loral Improvement District to be called Local Improvement District No 424 , which -2-
