, II c uncil for that purpose shall have the right to examine the books of the grantee, his administrators and assigns and to verify the correct- ness of said statement, and to correct the same if found. erroneous and if seld statement shall be corrected, then said payment shall be adjusted upon said currected statement. Section 7 This franchise is made expressly subject to the condition that the city council shall have the right with reapect to said franchise: a. To heer and determine what are just, fair and reasonable rates and charges for public service , and to order that only reasons Lie charges shall be imposed. The granting of this franchise shall not be deemed to confer any right to include in the charge for service any return upon the value of the franchise so granted . b. To require reaeonalae extensions of such public service system. c. To make such rules and regulations as may be required to secure adequate and proper service . If the grantee, his hifts,administrature and assigns against whom any order is directed under the provisies of a, b or c, of thisSection shall believe such order to be unjust , or unreasonable, he or it may test its juetnens or reasonableness by a proper action in the courts, commenced within thirty days after service of such order; and in such action such order may be entered in the premises as shall be warranted by the facts devel- oped upon the trial and the law aiajiceble thereto. Sectipn8 The grantee herein , his heirs, admit istrators and assigns, operating under this franchise shall submit to the council within 60 days after the first day of January of each year, an annual report, properly verified.
