After the completion of the <br /> Time Zero/As-built Report and subsequent approval,the bond anniversary date will be set and the <br /> monitoring period shall begin. The mitigation sites will be monitored using standardized techniques and <br /> procedures described below for vegetation survival,vigor and growth of plant material,and the success <br /> of the mitigation plan overall. The monitoring strategy will include the following elements unless <br /> otherwise approved by City staff. <br /> 7.0 Monitoring Schedul <br /> e <br /> An annual report describing and quantifying the level of success of the plan will be written and <br /> submitted to the City of Everett for review and approval.
