The parcel <br /> number is 00437578601900, which accounts for approximately 0.33-acres. The parcel is rectangular in <br /> shape and bordered by existing single family home development to the north and west, Norton Ave to <br /> the east, and a Boy Scouts lodge to the south. <br /> The entire site is currently undeveloped and is primarily vegetated with invasive shrub vegetation with <br /> scattered deciduous trees throughout the site. Dominant species include Himalayan blackberry,Japanese <br /> knotweed,giant horsetail,bindweed,red alder,and Pacific willow. <br /> The site is accessed from the south off of 34th Street. The site slopes to the north and is situated in a small <br /> 'bowl'. The site drains to the northwest into existing stormwater infrastructure. <br /> 2.3 Project Description <br /> The proposed project includes the construction of a single family home,driveway,and utilities. The project <br /> will take access off of 34th St SE,located south of the subject site. Site construction will include clearing and <br /> grading on the southern portion of the site to allow for the creation of a building lot and access driveway. The <br /> proposed project meets the intent and criteria allowed for in the R-1 zone. <br /> 2.4 Wetland Determination <br /> When all three parameters(vegetation, hydrology, and soils) have been examined at an observation <br /> point, a wetland determination can be made. A positive determination requires that all three <br /> parameters be positive for wetland. If any one of the three is not positive,the observation point is not <br /> within a wetland. If all three parameters are met at all observation points,then the entire area is a <br /> wetland. If one or more parameters are not met at some observation points,then some of the area is <br /> wetland and some is not, and the boundary must be determined by additional sampling. <br /> Site investigations were conducted to rating wetlands using the Department of Ecology's Washington <br /> State Wetland Rating System for Western Washington:2014 Update(Hruby, 2014). Critical Areas on- <br /> site were investigated and areas within 300' of the property line were visually assessed. Photos were <br /> taken that were representative of each critical area and its buffer. <br /> 2.5 Stream Determination <br /> The determination for the presence or absence of any streams on-site was completed based on the <br /> water typing criteria in the WAC 222-16-030 and EMC 19.37.160,which includes:channel width, <br /> gradient,flow, impoundment,fish,diversion, and other factors. <br />
