Box 12717 <br /> Everett,WA 98206 <br /> Location: 3333 Nassau Street,Everett, WA 98201 <br /> Zoning: R-1,Single Family Detached.Low Density;Norton Grand Historic Overlay <br /> General Plan: 1.2, Single Family Detached <br /> Proposal: The Applicant proposes to construct a single family residence on an.existing 14,855 square <br /> foot vacant lot. There is a Type Np Stream with a Category III wetland with a 135 foot standard buffer. <br /> The Applicant has proposed to encroach into a portion of the buffer to build the single family residence. <br /> There will be permanent displacement of 3,232 square feet of the buffer and the addition of 427 square <br /> feet of buffer, for a total reduction of 2,805 square feet of the buffer area. A reduction of the front <br /> setback to 0 feet has also been requested to lessen the impact to the buffer. <br /> Reasonable Use Authority: Section 37.050.B.3(b} of the`Critical Areas Ordinance authorizes the <br /> Planning Director to permit a reduction of the wetland and stream buffer only to the extent necessary to <br /> provide for reasonable use of the property. Where buffer reduction is permitted, enhancement and <br /> restoration of the buffer must be provided so that mitigation results in no net loss of critical area and <br /> buffer functions to the maximum extent feasible. <br /> Critical Areas Identified: Wetland Resources,Inc.performed a site investigation on August 29, 2016 <br /> to locate jurisdictional wetlands and streams on and in proximity to the property. A stream and wetland <br /> were identified to exist in the northern portion of the parcel. Forgotten Creek, a Type Np Stream,runs <br /> through the northeast corner of the property and requires a 75 foot buffer from its delineated ordinary <br /> high water mark. A Category III Wetland, with an overall score of 19 points and a habitat score of 6 <br /> points,was identified from the northeast corner to the northwest corner with a 135 foot buffer. <br /> Findings and Conclusions: Section 37.050.B.1 of the Critical Areas Ordinance allows development of <br /> the site if the applicant demonstrates all of the following: <br /> 1. There is no other reasonable use or feasible alternative to the proposed development with less <br /> impact on the critical area. <br /> Findings: The property is located in the R-1, Single Family Detached Low Density zone with <br /> Norton Grand Historic Overlay standards, The properties within the vicinity have been developed <br /> with single family detached residences, duplexes, and medical related facilities. The proposed <br /> single family residence and surrounding yard area will impact 3,232 square feet of buffer area. The <br /> proposed residence has been placed closest to the south west corner of the parcel as able while still <br /> meetingside setback requirements.uirements.
