• <br /> e <br /> Norton Ave SFR-CAR&Mitigation Plan <br /> 1.0 Introduction <br /> Wetland Solutions, Inc. has completed the critical areas assessment of the subject property located at <br /> 34xx Norton Ave,Everett,Washington. The scope of work provided by Wetland Solutions includes a <br /> wetland delineation,critical areas assessment,and mitigation plan. The following report <br /> Prepared for: <br /> Oliver and Vanessa Lewis <br /> 1.1 Purpose <br /> The purpose of this document is to satisfy the City of Everett regulations that requires a Critical Areas <br /> Study and mitigation plan according to EMC 19.37.100. This report will provide a detailed summary of <br /> critical areas identified on or near the subject site,an assessment of functions and values,and a review <br /> of how the proposed activity meets the protection standards established in EMC 19.37.110. <br /> 1.2 Statement of Qualifications <br /> Kyle Legare has twelve years of experience working as a wetland ecologist in the northern Puget Sound <br /> area in over twenty different local jurisdictions as well as working with state and federal agencies. This <br /> work has included successfully completing wetland delineations,mitigation planting plans,mitigation <br /> installation management and monitoring,habitat management plans,wildlife studies,JARPA submittals, <br /> and project management. Kyle is also a Certified Arborist with the International Society of Arboriculture <br /> with a TRAQ endorsement and a Certified Erosion and Control Lead. He has nearly two years of <br /> experience as a water quality specialist for Island County,co-managing the surface water quality <br /> monitoring program in support of the local critical areas regulations and managing the Pollution <br /> Identification and Correction Program for Island County. <br /> 2.0 Methods <br /> The analysis of the resources on the subject property includes preliminary office research and site- <br /> specific investigations. <br /> 2.1 Office Research <br /> Public resource documents have been reviewed to provide initial site information regarding hydrology, <br /> soils,and vegetation.
