0 <br /> Norton Ave SFR-CAR&Mitigation Plan <br /> Rarar�neter <br /> General Wetland Location North property edge. <br /> and Size 1,256 SF on-site. <br /> Cowardin Classification Seasonally saturated palustrine scrub/shrub wetland (PSSC). <br /> Dominant Vegetation Pacific willow, lady fern,giant horsetail,creeping buttercup, <br /> and climbing nightshade. • <br /> Hydrogeomorphic Classification Open depressional. <br /> Water Source/Outlet A small culvert(located north of the subject) parcel drains <br /> into the wetland/A culvert drains both the wetland and <br /> associated stream. <br /> Hydrology Indicators Saturation and shallow surface water. <br /> Typical Soil Profile 0-15+inches: A horizon,10YR2/1,Sil. <br /> Wetland Rating Category 3,with a habitat score of 6 <br /> Wetland Buffer Requirements and 135-foot standard buffer. <br /> Conditions <br /> Building Setback Limits (BSBL) 10 feet from buffer edge <br /> 3.3 Stream Determination <br /> Based upon the criteria outlined in the Everett Municipal Code,one stream was identified on the subject <br /> site associated with Wetland A. The stream is identified as Forgotten Creek,with the reach on-site <br /> documented as non-fish bearing. Non fish bearing perennial streams meet the criteria for a Type Np <br /> water per Everett Municipal Code. Based on the presence of invasive species within the buffer,the <br /> stream will require a standard 75-foot buffer. The stream channel is located within the boundary of <br /> Wetland A,with portions of the reach having distinct scour marks present. <br /> 3.4 Offsite Critical Areas <br /> Wetland A extends off-site to the north and east of the subject site. Forgotten Creek extends off-site to <br /> the north,with flow heading in a northwesterly direction. <br /> 3.5 Existing Functions and Values <br /> Overall,the on-site buffer for Wetland A is relatively uniform and provides relatively low functions and <br /> values in regards to water quality improvement and habitat support. The buffer is dominated by <br /> invasive vegetation including Japanese knotweed and Himalayan blackberry. Garbage and other debris <br /> was observed throughout the southern portion of the site. The wetland is isolated from other <br /> undisturbed habitat areas by existing urban areas,roadways,and paved paths. <br /> 4.0 Project Impacts and Mitigation <br /> The proposed project has been designed to minimize impacts to critical areas and their associated <br /> buffers to the greatest extent practicable given the site constraints. The project will require the 11 <br /> construction of a driveway,building site, utilities,and stormwater management. <br /> i3 <br /> 3 <br />
