rules and regulations governing sewage and sewage disposal within the City. Failure <br /> to abide by such rules and regulations shall be cause for cancellation of service. <br /> 6. Areas outside the City shall not be eligible for benefits per Ordinance No. 1561-89, <br /> as amended. <br /> 7. Nothing in this section shall be construed to require the provision of sewer service <br /> outside of the City limits and the City's decision to extend such service shall remain <br /> a discretionary authority of the City. <br /> Section 2: Section 1 of Ordinance No. 2189-96 (EMC 14.04.020) sewer service charges which <br /> reads as follows: <br /> Section 1: The City of Everett City Council finds that it is necessary and conducive to the <br /> protection of the public health, safety, welfare and convenience of the citizens of the City of <br /> Everett to collect charges from all users who contribute wastewater to the City's sewer collection <br /> and treatment system. The proceeds of such charges so derived are to be used for the purpose of <br /> operating, maintaining and improving, including debt service,the City's sewer system and <br /> surface water and drainage systems. <br /> Effective January 1, 1997, and, thereafter, service charges for the City of Everett sewer system <br /> are hereby fixed as follows: <br /> A. Single family residence inside the City: $25.65 per month <br /> (The monthly charge includes Surface Water Quality Protection and Enhancement and <br /> the current state utility tax.) <br /> B.
