Edgewater Creek Bridge Replacement November 2023 41 i. Direct its recruitment efforts, both oral and written to minority, female and 1 community organizations, to schools with minority and female students and 2 to minority and female recruitment and training organizations serving the 3 Contractor's recruitment area and employment needs. Not later than one 4 month prior to the date for the acceptance of applications for apprenticeship 5 or other training by any recruitment source, the Contractor shall send written 6 notification to organizations such as the above, describing the openings, 7 screening procedures, and tests to be used in the selection process. 8 9 j. Encourage present minority and female employees to recruit other minority 10 persons and women and where reasonable, provide after school, summer 11 and vacation employment to minority and female youth both on the site and 12 in other areas of a Contractor's work force. 13 14 k. Validate all tests and other selection requirements where there is an 15 obligation to do so under 41 CFR Part 60-3. 16 17 l. Conduct, at least annually, an inventory and evaluation of all minority and 18 female personnel for promotional opportunities and encourage these 19 employees to seek or to prepare for, through appropriate training, etc., such 20 opportunities. 21 22 m. Ensure that seniority practices, job classifications, work assignments and 23 other personnel practices, do not have a discriminatory effect by continually 24 monitoring all personnel and employment related activities to ensure that 25 the EEO policy and the Contractor's obligations under these specifications 26 are being carried out. 27 28 n. Ensure that all facilities and company activities are nonsegregated except 29 that separate or single-user toilet and necessary changing facilities shall be 30 provided to assure privacy between the sexes. 31 32 o. Document and maintain a record of all solicitations of offers for subcontracts 33 from minority and female construction contractors and suppliers, including 34 circulation of solicitations to minority and female contractor associations 35 and other business associations. 36 37 p. Conduct a review, at least annually, of all supervisors' adherence to and 38 performance under the Contractor's EEO policies and affirmative action 39 obligations. 40 41 8. Contractors are encouraged to participate in voluntary associations which assist in 42 fulfilling one or more of their affirmative action obligations (7a through 7p). The efforts 43 of a contractor association, joint contractor-union, contractor-community, or other 44 similar group of which the Contractor is a member and participant, may be asserted 45 as fulfilling any one or more of the obligations under 7a through 7p of this Special 46 Provision provided that the Contractor actively participates in the group, makes every 47 effort to assure that the group has a positive impact on the employment of minorities 48 and women in the industry, ensure that the concrete benefits of the program are 49 reflected in the Contractor's minority and female work-force participation, makes a 50 good faith effort to meet its individual goals and timetables, and can provide access 51 to documentation which demonstrate the effectiveness of actions taken on behalf of 52
