Edgewater Creek Bridge Replacement November 2023 58 minority male trainee or apprentice may be approved provided the following 1 requirements are met: 2 3 1. The Contractor is otherwise in compliance with the contract’s Equal 4 Employment Opportunity (EEO) and On-the-Job Training (OJT) 5 requirements and provides documentation of the efforts taken to fill the 6 specific training position with either minorities or females 7 8 2. or, if not otherwise in compliance, furnishes evidence of his/her systematic 9 and direct recruitment efforts in regard to the position in question and in 10 promoting the enrollment and/or employment of minorities and females in 11 the craft which the proposed trainee is to be trained 12 13 3. and the Contractor has made a good faith effort towards recruiting of 14 minorities and women. As a minimum good faith efforts shall consist of the 15 following: 16 17 a. Distribution of written notices of available employment opportunities 18 with the Contractor and enrollment opportunities with its unions. 19 Distribution should include but not be limited to; minority and female 20 recruitment sources, WSDOT’s OJT Support Services Coordinator, 21 and minority and female community organizations. 22 23 b. Records documenting the Contractor’s efforts and the outcome of 24 those efforts, to employ minority and female applicants and/or refer 25 them to unions. 26 27 c. Records reflecting the Contractor’s efforts in participating in developing 28 minority and female on-the-job training opportunities, including 29 upgrading programs and apprenticeship opportunities. 30 31 d. Distribution of written notices to unions and training programs 32 disseminating the Contractor’s EEO policy and requesting cooperation 33 in achieving EEO and OJT obligations (and their written responses). 34 For assistance in locating trainee candidates, the Contractor may call 35 WSDOT's OJT Support Services Coordinator at (360) 705-7090 or 36 email ojtssinfo@wsdot.wa.gov. 37 38 No employee shall be employed as a trainee in any classification in which the 39 employee has successfully completed a training course leading to journey-level 40 worker status or in which the employee has been employed as a journey-level 41 worker. The Contractor’s records shall document the methods for determining the 42 trainee’s status and findings in each case. When feasible, 25 percent of apprentices 43 or trainees in each occupation shall be in their first year of apprenticeship or training. 44 45 For the purpose of this specification, acceptable training programs are those 46 employing trainees/apprentices registered with the following: 47 48 1.
