L A ORDINANCE NO 2187 An ordinance providing for the improvement of Lombard Avenue - from the north line of Powers let . Addition to 13th Street and on 13th Street , from the center line of Lombard venue to connect with Man-hole at 13th & Broadway, by the installation of an 8" sewer and its necessary appurtenances, and doing all other work necessary in connection therewith to make a complete improvement, creating an assessment district , creating a Local Improvement District Fund therefor and providing that payment for said improvement be made by special assessments on the property in said district under the mode of payment by bonds. Whereas , a majority petition of the property owners petitioning for said improvement, has heretofore been filed with the Commissioner of Public Works and said Commissioner has found the things set forth in said petition to be true, and, Whereas, said Commissioner of Public Works has filed with the City Council all data and information, as required by law, and, Whereas , said. Commissioner of Public Works has recommended to the City Council that said improvement petitioned for be made , and it appearing to the City Council that public convenience and necessity requires such improvement to be made, now therefore, TIE CITY OF EVERETT DOES ORDAIN : Section 1 : That Lombard Avenue from the north line of Powers " 1st Addition to 13th Street and on 13th Street from the center line of Lombard Avenue to connect with man-hole at 13th & Broadway, be improved by the installation of an 8" sewer and its necessary appurtenances and doing all other work necessary in connection therewith to make a complete improvement , according to the plans and specifications, prepared under the direction of the City Engineer, which plans and specifications are hereby ,adopted and approved. -1-
