<br />NOTICE TO CONTRACTORS
<br />ADVERTISEMENT FOR BIDS
<br />Notice is hereby given that sealed bids for the CITY OF EVERETT RESERVOIR 3 REPLACEMENT,
<br />PHASE 1 will be received at the office of the City Clerk, 1ST Floor Everett Municipal Building, 2930
<br />Wetmore, Everett, WA, 98201, until 2:00 p.m. on Tuesday, April 30, 2024. The clerk's office is open
<br />Monday - Friday, from 8:00am - 3:00pm. At the appointed time, all bids will be opened and read aloud
<br />publicly via live streaming, or bidders may attend the bid opening in person at 2930 Wetmore Ave, Suite
<br />9E, Everett, WA 98201. The link to view the live streaming bid opening can be found at:
<br />https://everettwa.gov/319/Procurement. For questions regarding logging into the webcast call (425) 257-
<br />8903. The engineer's estimate for this Project is approximately $44,700,000.
<br />This Phase 1 project is located within the City of Everett at the Reservoir 3 site at 6107 Berkshire Dr,
<br />Everett, WA 98203. The site also contains three pump stations and the existing 20-MG covered reservoir.
<br />The Phase 1 project also includes two pipe connections east of Reservoir 2 at the intersection of Tulalip
<br />and Charles Avenue and the intersection of Federal and Edward Avenue.
<br />The Phase 1 work being performed includes, but is not limited to, furnishing all labor, materials and
<br />equipment necessary to construct one 8 million gallon prestressed and partially buried concrete tank,
<br />shoring system, dewatering, electrical and instrumentation and control systems, and associated piping and
<br />other such appurtenances, including trench and tank excavation, haul, stockpiling and disposal, preparation
<br />of a project Health and Safety Plan with related submittals, and performing all Work as required by the
<br />Contract. There are also two off -site pipe connections to be built. The Contractor must comply with strict
<br />time limitations for construction, which are discussed in the Contract Documents. Free -of -charge access
<br />to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders,
<br />Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works",
<br />and "City of Everett". This online plan room provides Bidders with fully usable online documents with the
<br />ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free
<br />online digitizer/take-off tool. It is recommended that Bidders "Register" in order to receive automatic e-mail
<br />notification of future addenda and to place themselves on the "Self -Registered Bidders List". Bidders that
<br />do not register will not be automatically notified of addenda and will need to periodically check the on-line
<br />plan room for addenda issued on this project. Contact Builders Exchange of Washington at (425) 258-1303

<br />All bids must be made upon the City forms provided for this purpose and must be accompanied by a bid
<br />bond or certified check or cashier's check in an amount not less than five percent (5%) of the total amount
<br />of the Bid, all as set forth in the Contract Documents. One hundred percent (100%) Payment and
<br />Performance Bonds will be required of the successful Bidder to guarantee faithful performance of the
<br />Contract.
<br />The City reserves the right to reject any and all bids and to waive any irregularities or informalities. No
<br />Bidder may withdraw its Bid after the hour set for the opening thereof. The City further reserves the right to
<br />make the bid award as deemed in the best interest of the City. The right is reserved by the City to postpone
<br />the award for a period of sixty (60) days after bid opening.
<br />The Contractor will be required to comply with all local, State, and Federal laws and regulations pertaining
<br />to equal employment opportunities. This project is subject to a 15% apprenticeship requirement, defined as
<br />15% of the total labor hours on the project must be performed by apprentices in accordance with Section
<br />00 73 73 of the specifications.
