SECTION 00 22 13 <br />SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br />PART1 GENERAL <br />1.01 GENERAL <br />A. It is the intent of City to award a contract to the lowest responsive and responsible Bidder. <br />Before award, the Bidder must also meet the supplemental bidder responsibility criteria listed <br />below. Further, the apparent low Bidder and second apparent low bidder must submit the <br />Bidder Qualification Statement (Section 00 45 13) and any other documentation listed below to <br />the City within one business day after the bid opening, unless the City's project manager, in <br />writing, allows additional time. The City reserves the right to require such documentation from <br />other bidders also. <br />1.02 SUPPLEMENTAL RESPONSIBILITY CRITERIA <br />For the purposes of these criteria, the term "Tank Contractor" refers to the contractor who will perform <br />the work of reservoir construction The Tank Contractor may be the Bidder or a subcontractor. If the <br />Tank Contractor is Bidder, then Bidder itself must satisfy, in addition to Bidder criteria, all Tank <br />Contractor criteria, with the Tank Contractor's Project Superintendent being the person assigned by <br />Bidder to oversee this work. <br />For the purposes of these criteria, the term "Pipeline Contractor" refers to the contractor who will <br />perform the work of yard piping The Pipeline Contractor may be the Bidder or a subcontractor. If the <br />Pipeline Contractor is Bidder, then Bidder itself must satisfy, in addition to Bidder criteria, all Pipeline <br />Contractor criteria, with the Pipeline Contractor's Project Superintendent being the person assigned by <br />Bidder to oversee this work. <br />A. Experience <br />1. Criteria: <br />a. Bidder: Within the 10 years prior to Bid opening, Bidder must have completed at least <br />one project that included the construction of at least one water storage tank with a <br />volume of at least 1,000,000 gallons. The project must be valued at $1 million or <br />greater, based on project construction cost. <br />b. Bidder's Project Superintendent: Within the 10 years prior to Bid opening, the Bidder's <br />Project Superintendent must have completed at least one project, as the project <br />manager or project superintendent, that included construction of at least one water <br />storage tank with a volume of at least 1,000,000 gallons. <br />c. Bidder's Project Manager: The Bidder must identify the Project Manager and Project <br />Superintendent cannot be the same individual. <br />d. Tank Contractor: Within the 10 years prior to Bid opening, the Tank Contractor must <br />have completed at least two projects that each included construction of at least one <br />poured -in -place corewall, externally strandwrapped (not single wire wrapped) <br />prestressed concrete water storage tank with a volume of at least 4.0 million gallons. <br />e. Tank Contractor's Project Superintendent: Within the 10 years prior to Bid opening, the <br />Tank Contractor's Project Superintendent must have completed at least one project, as <br />the project manager or project superintendent, that included construction of at least <br />one externally strandwrapped prestressed concrete water tank with a volume of at least <br />4.0 million gallons. <br />f. Pipeline Contractor: Within the 10 years prior to Bid opening, the Pipeline Contractor <br />must have completed at least three (3) projects that each include the construction of <br />welded joint steel pipe with a diameter of 36-inches or greater. <br />g.
