Letter of Transmittal <br />Date <br />To <br />From <br />Project <br />February 14, 2024 <br />City of Everett <br />Zack Thomas & Leslie Batten — Board & Vellum <br />City of Everett Walter E Hall Park Community Connections Path <br />Dear Selection Committee, <br />Board & Vellum (B&V) and our partners are pleased to submit this proposal in response to the City of <br />Everett’s (City) Request for Qualifications for the Walter E Hall Park Community Connections Path. Our <br />team has extensive first-hand, local experience working, living, and recreating in Everett, as well as the <br />professional, strategic-thinking experience to benefit the City. We are excited to partner with City staff in <br />the endeavor to make high-quality trail facilities and services that are accessible, inclusive, and enhance <br />the quality of life for Everett’s residents, while also supporting the needs for the capital maintenance plan <br />to manage the trail infrastructure and any future growth. <br />The City outlined several tasks and needs for specific expertise and experience in the RFQ, including <br />preparing design, engineering, permitting, and construction documents for nearly 1,800 linear feet of <br />asphalt multi-use path connecting 90th St West with Walter E Hall Park. Our goal is to prepare the City for <br />the public bidding process with bid-ready documents that ultimately produce a multi-modal linkage that <br />enhances the existing park features, creates a better connection to the neighborhood, and economizes <br />maintenance demands. <br />We envision a creative design and engineering process in collaboration with City staff to ensure all City <br />goals and any known community goals are taken into consideration. Our team of talented supporting <br />partners will ensure design solutions are technically robust, resulting in a successful project. <br />We would love to be your design team.
